Silent Revolution: On August 30, 2009 a Bloodless Single Vote Revolution was accomplished in Japan !

A revolution of the people by the people for the people was finally accomplished for the first time since the beginning of our country Japan without a drop of blood, hearing no gunshots. We the poor people heartfully welcome and greet LDP legislators, with an embracement of solidarity, who have to surrender the front cloakroom and to move to blue tents forced by DPJ who achieved 308 seats in House *. * Note: The Liberal-Democratic Party seems to refuse to surrender and squat the cloakroom at the moment on Sep. 3. During the total process of the collapse of the bubble economy that had begun at land-sharks and end up with bad-loan disposal, crime syndicates broadly involved and big money flew into their hands, and the scene that the party ungracefully squatting the room even at this stage of the game is quite the same with mafia's tactics refusing surrender and letting their members resident in a house for continuous harassment. The LDP was annihilated in 13 single-seat districts and DPJ concurred all single-seat districts of 8 prefectures of Iwate, Fukushima, Yamanashi, Niigata, Nagano, Aichi, Shiga, and Nagasaki. Other five prefectures that became 0 assembly member who belongs to LDP are Akita, Saitama, Shizuoka, Oita, and Okinawa. As well the Komeito party was wiped out in all 8 single-seat districts where the party had ticketed a candidate.

Ryuji Koizumi (Hiranuma political group) repelled the former Diet member of LDP (Koizumi faction) getting a long lead of 110,000 votes in Saitama 11st district (author's electoral district) and revenged a defeat. Once Mr. Koizumi had been an alumnus with the traitor Heizo Takenaka at Colombia Business School as a visiting fellow sitting next to each other, but got to walk through exactly opposite road. So to speak, the two are arch-rivals of the fate. The expectation for the activity in congress of Mr. Ryuji Koizumi a former Finance Ministry bureaucrat with a good knowledge of economy is great. I hope him to have a field day as the public trust of the constituent is enduring.

It may be true that our might of nation is descending but it can be said that solidarity of the nation is ascending on the contrary. It may prefer to say as the spirit of mutual aid rather than a sense of solidarity. However it has no place in xenophobic nationalism, and is prompting the regeneration of the mutual help and coexistence network. A red pillar box is a symbol of such a revival of the peaceful nation as Japan.

Democratic coalition government will become a stable administration. Assuming that GDP of the country is 500 trillion yen it is awfully abnormal that the government spending shares 40-50% or 200-250 trillion yen within the amount. It is almost of the era of feudalism as 4 to government vs 6 to people or 5 to government vs 5 to people, isn't it? Because as it does not seem to be that the government economic activity performs 50 percent of the nation's economy even in the merciful eyes, there is no other way than to consider that the large portion of the sum was spent in lavish expenditure i.e., got ripped off by some bad guys (that was the particular LDP long-term political power).

Disastrous spending ! Furthermore the "Bill" of the lavish entertainment is piling up hour by hour. In the budget request in 2010 the Ministry of Finance summed up 22 trillion yen for debt-servicing costs (interest payment), 137 trillion yen for the amount of government bonds to be issued (new government bond 39 trillion yen and renewal bond 98 trillion yen). On the other hand the amount of the revenue view stays in 47 trillion yen. Absolutely flying the free trip in drugs. (It is clear that a considerably radical surgery is needed).

It is impossible and unacceptable in our entire life to cover this bill (national financial failure) by "tax increase" of consumption tax. It is of urgent necessity to severely and exhaustively examine the content of the expense of 200 trillion yen of the "special accounting" (A governmental hidden account bigger than the formal budget that needs approval of the Diet. The independent administrative agencies etc. must be included). A huge human and time costs are required in doing this. Perhaps, it is impossible to end up this business in due time unless the new figures who occupies half the number of 308 assembly members of the Democratic Party could be thrown into the front at once as adaptable fighting potential. It was all the young patriots in one's teens, in one's twenties that bore the Meiji Restoration. Do it then you can do it. A great deal of effort of new assembly members is expected.

As Democratic Party comes to use the expression of the "thorough review of the Total Budget", I am considering that they are already standing in the standing-point that the Diet would make a thorough discussion on the budget of "Special Accounting", is my understanding correct? The new National Strategy Bureau is an organ under direct prime ministerial control to be set up in the office of Prime Minister gathering human-resources from government and private sectors for the purposes such as building the skeleton of budget and drawing basic vision of national policy. The number of practical stuffs of the bureau are planned about 30 persons of policy staffs of the party and the civilian of the political appointee.

How many persons are there in this country who can talk about a national vision. We the nation who is the original owner of the expressways ask that self-proclaimed creditor to stop at Public Prosecutor's Office and to be given a clean bill of his innocence. To say the least if the collector company of debts has Japanese nationality then it is enough for them to be paid up to the cap interest rate defined by the Maximum Interest Rate Act after applying the money paid so far into the original principal. There is no affluent room in present Japan to throw the helve after the hatchet and Japanese nation is not a sucker to that extent.

I have a point to warn the Democratic Party. The story of trimming the proportional-representation seats. I think that this is absolutely wrong. Since there does not exist "a complete and ideal representative election system", the election system is tend to be bend always by the ruling party in their favor. "Trimming the proportional-representation seats" is an absurd and anti-national measure which extends the negative effect of the single-seat election system and has no merit for the nation.

Although I think that the Manifest of the Democratic Party is neither perfect nor the best, as voices shouting "Fiscal resources, fiscal resources" are too noisy, I would like to make a proposal of a taxation principle which is able to ensure an ample revenue even if the consumption tax is abolished upon the standing-point to defend the democratic coalition government. It might be that there exists a bit more years until the taxation debates begin, while I wish that the proposal would give someone food for thought.

Q: Is it possible to obtain additional fiscal resources of 10 trillion yen by any other method than raising the consumption tax rate?
A: Introduce general transaction tax which is fairer than the consumption tax and takes the place of the consumption tax.

General transaction tax is a taxation principle, collecting at the time point of the settlement of a commercial trade and charging some constant tax rate upon the amount of money for the settlement, that is the fairest and most efficient ultimate tax collection method. In a provisional calculations assuming the present economical environment in Japan, it is able to obtain 20 trillion yen at 1% tax rate. Actual performance of the consumption tax method is 2 trillion yen per 1% tax rate, while general transaction tax is an extremely excellent and ideal taxation principle such that is able to obtain 10 times tax revenue of the consumption tax with the same tax rate.

The tax base of the general transaction tax is the daily transactions (settlements) on the Zengin Net (All-Banks Net, Domestic Exchange Settlement System. An electric settlement system connecting all the private financial institutions in the country including credit unions, credit cooperative associations, and agricultural cooperative associations etc.. Yucho[Postal Saving] Bank participated in January, 2009.) It includes such money transfer businesses as manipulating the ATM and transfer money to an account in other banks At present transactions of about 10 trillion yen per business day is processed on the Zengin Net. Even if abbreviating that 1 year = 200 business days, the total amount of the transactions on the Zengin Net sums up to 2 quadrillion yen per year, and it can obtain the revenue of 20 trillion yen by collecting 1 % of the amount as the transaction tax.

Assuming that the tax revenue of consumption tax is 10 trillion yen by 5% tax rate, introducing the transaction tax with tax rate 1% not only ensures additional fiscal resources of 10 trillion yen but also makes it able to abolish the present consumption tax entirely. It seems that some more account is necessary for the general taxation, I would like to try a few explanations by the next entry.
